With SAMBA 3.0 & higher you can have the SAMBA server be a Domian Controller. Or, I believe you can also have the SAMBA server get it's credentials from another Domain Controller on the network. But in both scenarios, you've got one machine acting as the central repository for login credentials.
But you seem to be describing a scenario where people can change passwords on their local machine, and have that reflected to a server somewhere. Unless I misunderstand what you're describing, I don't think you can do that.
However, there's a great book from Hentzenwerke.com that discusses many things about SAMBA servers and the options, and security, etc. I think it's called "Linux Transfer for Network Admins" or something close to that.
You might even check for some white papers on the Hentzenwerke.com web site. You might find what you're looking for without springing for a book.
