Randy, I like your suggestions. They work towards something like the slashdot system where the users all rate messages and then you can browse the discussions with certain thresholds set, except your suggestion is that the poster themself voluntarily sets the lower priority rating, which makes quite a bit of sense in a technical forum like this one.
