Marc, I had the same problem and got help the other day from UT. MS Tech support apparently advises that before using the Setup Wizard on a new project always DELETE the DISTRIB directory (yes it's the one under your VFP directory) AND DKCONTROL.* in your "files for distribution" directory, AND BOTH COPIES OF WZSETUP.INI. One is in your "files for distribution" directory and the other is in the VFP directory.

I had deleted all except the \VFP\WZSETUP.INI file and like you, I still got the error. But when I deleted that along with the others, it produced a perfect set of files!
