Hi,
Think it sounds like a config problem, i.e. you will cotact the ISP for guidance.
The only other thing that can cause this is a trojan infection i.e. the trojan is using all the bandwidth. So do a full virus & spyware scan, also resize your pagefile, i.e. increase the size by 1meg then reduce it back to where it was, this recreates the pagefile and drops anything that is living in there, virus scanner don't look at the pagefile.
