I haven't tried sharing either localization or security between apps, so here's my best guess (maybe someone else will jump in here):

Localization is probably a better bet for sharing between apps. You'll probably find reuse of common translated text between your apps.

Security may be the proverbial "horse of a different color" as it's generally set up on a control by control basis. So unless you're sharing controls/roles/users between apps...

OTOH, there's nothing wrong with using the same security tables, it just may be a little confusing if you were to open the tables directly. And you'd also have to be careful about how you assign your groups and name your controls to avoid confusion and accidentally setting up the wrong security for the wrong app.
