My personal favorite is Axialis IconWorkshop (www.axialis.com), which I know can import and export between icon format and other images formats. Microangelo (http://www.microangelo.us/) from Eclipsit Corp. is also very popular. I'm pretty sure it can handle going to and from other formats.
