You should start the service, then see if localhost displays anything. After that try to run aspnet_regiis.exe -i (the exe should be in the folder \windows\microsoft.net\framework\v1.1.4322\ if I remember correctly do a search for the exe if you can't find it). IIS does not install ASP.NET propperly if the .NET Framework isn't installed before IIS.
