You can use FOPEN.
lcDbfName = "h:\mytables\mytable.dbf"
lnFH = FOPEN(lcDbfName, 12)
IF lnFH > 0
  =FCLOSE(lnFH)
  * Ok to work with the table
ELSE
  * The table is open somewhere else
ENDIF
