The 'Set as Default' button saves VFP settings into the registry. Do you have rights to write to registry?

>I'm having a problem that's driving me up the wall! Whenever I try to adjust my environment, VFP does not allow me to save changes. I click 'Tools' , 'Options' and notice the 'Set as Default' button isn't highlighted. I've tried deleting 'Foxuser.dbf and .fpt' but the problem still exists. Of course I first checked via '? SYS(2005)' to locate my resource file.
