I'm sure I've seen (you know once you see such kind of stuff it's carved into memory) but unfortunately I can't remember where. It's possible MS changed minds about it and removed. If I could locate again I'll let you know.

SQL server developer has all the graphical tools. If you go for SSE (I haven't tried) then check SQL server site. I seem to recall there was something for web based management including tools.
