On some machines, especially those with later versions of MDAC on them, I found they require DNS to be enabled on the TCP/IP settings and appropriate DNS server info entered in order for them to be able to connect. Seems to be a Timeout issue. The only KB articles I found remotely related to this say this only occurs when you are attempting to connect with IP address. However, in my case I am using the machine name.
