I would create two directories on the CD. One would have the network installation files, the other the workstation files. Have them install the network files, then copy the workstation installation directory onto the network and run the WS installs from there.

I guess you could also create setup files for the workstations and put them in a directory under your data directory, then create a single installation set from the data directory. After they did the network install, the workstation installation files would be available on the server. I don't know if there are any issues with trying to include a setup within a setup, but it seems like it should work.

I want them to first install on the server and then, from each machine, run the station installation program FROM THE SERVER (so they don't need to use the CD at each station).
