80 percent of the world is not required to sign on because they are too poor to polute. The US is the biggest source of pollution on the planet, so it's normal to me that they should be the first to sign the protocol.
.028 drop in temperature could mean a lot to the environment. That could mean the extinction of many animals (like the polar bears) and even the disparition of some islands that are very near the sea level.
