If you mean, 'Can I see shares explicitly from DOS mode?', the answer is 'Sometimes'; it is possible that a share is present and accessible when explicitly referenced by UNC, but that UNC may not be visible because the name isn't viewable by the MSNetwork browser facilities of Win95. If you mean 'Can a Win95 machine serve as a domain controller in the same way that an NT Server domain controller does, providing Access Control throughout an entire domain or workgroup?', the answer is no.
