It depends what you mean by 'logon'. If you mean, 'Can I access directories and printers shared by both WinNT and Win95 workstations from DOS mode under Win95?', the answer is yes; the Client for MSNetworks used by Win95 doesn't care what type of machine provides the share, as long as it is MSNetwork compliant. If you mean, 'Can I see shares explicitly from DOS mode?', the answer is 'Sometimes'; it is possible that a share is present and accessible when explicitly referenced by UNC, but that UNC may not be visible because the name isn't viewable by the MSNetwork browser facilities of Win95. If you mean 'Can a Win95 machine serve as a domain controller in the same way that an NT Server domain controller does, providing Access Control throughout an entire domain or workgroup?', the answer is no.
