996196MS does not specify any technical limitations in the EULA (there is no section titled "Technical Limitations"), therefore there are none to be worked around and this phrase is meaningless. So, you're right, it is a non-issue but not for the reasons you provide.
Imagine a hearing in court:
MS: Your Honor, Mr. X worked around VFP technical limitations in direct violation of his VFP9 EULA.
Judge: Exactly which technical limitations, in the EULA, did Mr. X contravene?
MS: Uhhh...
