Thanks, for the suggestion, Sergey, but that wasn't the problem

Turned out that I had set the attribute to Override Individual Settings for Options | IDE | Project. I knew that setting this attribute for Browse causes a similar behavior, i.e., that Browse Last is not retained in the Resourse file, so I un-checked it for Projects, and Voila, it worked.
