Is there any antivirus program in play here? Any other process that could be intercepting file system calls?
Are the .DBC and tables on a local drive or a network drive? If network, what is the server OS?
Is there any possibility of a versio conflict e.g. VFP IDE is 7.0SP1 and .EXE or runtime files are not SP1?
