It is decidedly NOT "logical" given other taxation practises prevalent in Canada and other countries.
For instance, if I purchase something in Quebec and have it shipped (by the store) to Ontario I do not pay Quebec sales tax on the item. If I buy something from e-Bay I do not pay the local sales tax (assuming non-Ontario origin) of the municipality/state of the product origin.

And most illogical is that foreigners have to pay the tax but can apply to get that money back! I can understand (somewhat) this being so if the foreigner is present in Canada and is consuming some goods and services here. But it is most difficult to comprehend for a person who is NOT even IN Canada! It makes no sense whatsoever and is, at best, a hope on the part of the government that some will find it too cumbersome to apply for the refund. This is no way to operate a business, let alone a country!

That you find all this "logical" makes me think you've moved into marketing < s >
