I'm not sure how you are automating Outlook to create your message, but there isn't any settings in the message itself that controls the signature addition. It is set at the Outlook level rather that the message level.
You could add a signature to the body of the message by putting the body content into a string and adding another variable to the end of the string (with a couple of chr(13) and chr(10)) between the two.

But I noticed your are using "&signature=", are we talking about Oulook or Outlook Express?
