However, when I try to drag it down to the class library to which I want to copy, I get the "No can't go there" symbol and can't scroll down. Have you seen this before?

yes, but right before that if you slowly place the dragging class on the bottom border of the Project Manager treeview it will start to slowly scroll up.
Not very convenient, but works. Another way - drag it first to small class library, then collapse all of them and drag it again where you need it. Then get rid of extra copy.
