No American government can do that, and I think that's something inherent to the system. Something's gone amiss during history, that I haven't been able to pinpoint, but I've seen there's a prevailing sentiment here that "government can't do anything right"... which then psychologically pressures those working for the government into making that come true.
But governments can, and often do the medical system right. Just look at any European country, or Canada.
I wish I had an answer to this puzzle... not that I would become rich, but mu curiosity would be sated.
