Yes, many have to wait longer than desired for non-critical surgeries. For critical stuff patients are sent to the U.S. if timely service cannot be delivered here.
Yes, some have died because they were wating for some surgery when complications aggravated things.

Some have died in the U.S. because they have no money to pay. In the U.S. ambulances are diverted to hospitals handling uninsureds, possibly killing the patient in the process.
Your system works great for the haves and is basically worthless for the average Joe and the have-nots.

It was noted this week that President Bush, while Governor of Texas, signed a bill saying that patients could be discharged if they lacked funds to pay. Now there's one great system for ya!
