You are going to have all kinds of problems, especially with menus, even if you make it work.

The question is Why?
Why would you even attempt to develop software in Win98? Even if it was possible it would not make any sense as you could not be sure that it would run properly in an NT-based OS like Win2000 or WinXP. The idea is to develop in a more advanced OS and then release to run in workstations that can include Win98 (but not Win95 and I would not even attempt to use Windows Miserable Edition).
