No, IIS Anonymous user hasn't changed. The account management of who's hosting your application has changed so the permissions of COM components not running under COM+ will change.
You will need to make sure that ASP or ASP.NET are enabled because they are turned off by default.

You'd better install Win2003 if you're going to ship a server tool given that Win2003 is the current and recommended OS for ASP and ASP.NET.
