It really doesn't matter what Tech Support "thinks" because the page you refer to says V5.0 and that's good enough. Period. Even if it was unintended, it is as you've seen and so should be honoured, even if they change it later.
It sounds not, but is it possible that the client is confusing VFP 'installation pre-requisites' with a version pre-requisite?

http://msdn.microsoft.com/howtobuy/upgrade/#vfox version 5.0 is a qualifying version. I have opened a case with tech support. They seem to think only versions 7 and 8 qualify. Would you have any clarification on this issue?
