Every country does that. Do you think the numerous Western companies abroad never had any number of CIA (or whichever agency) people on their payrolls? Some of these companies may even have been aware of that :).

To the same effect - how many foreign investors in China are there for business only?

Just try to find one country which never had spied or wasn't spied on.
