Here in Bolivia, I haven't seen that .NET is very popular. I have seen much more development in technologies like PHP and Python. Then, delphi is quite popular, too.
One reason may be that .NET requires high-performance machines, even for the client. Many companies still use computers that are 3-5 years old, or even older.
