I've seen this error before when I had a picture of a signature for printing checks on the report. When we setup a new user the report started throwing "Error loading printer driver" errors. Come to find out we had put special permissions on the signature so only those printing checks could access the file. When VFP tries to process the report and the picture file was not available to the new user because of permissions this was the error we got.
