This did not go through Microsoft marketing, it was one of many story blurbs printed up and released by media sources on their own. If they did not define "seat" and it did not refer to runtime at all, and it is pretty obvious that they probably implied per license (developer) which would be correct. It says the product costs $649 which is correct. It appears they did not mention the upgrade version, which is $349 with has limited $50 North America rebate for a limited time. Of course it would be nice of journalists crossed checked their stories first before releasing them, but like you Bill, they often get the story wrong by making false assumptions without facts.
