As an update to this issue:

The weird behavior described below only occurs when launching our app via a published application (i.e. shortcut on user's desktop launches the app on the Citrix server directly). When starting a normal Citrix session and then running the app directly on the server, the behavior is as expected (i.e. the new folder shows up immediately in the dialog).

Again, looking for ideas on this.
