I think the root technique is with css style pages which are implemented in Front Page as well. If you google on "PHP, Skins, tutorial", you'll find pages that will describe the technique in PHP. Generically, it just requires a server side programming language and cookies and css templates.
I sort of do something similar with the web polling application I did, albeit a very basic version: you can modify the poll template 1 time to look any way you want and that change is reflected for all places on all pages where the poll appears...
