Hi Jill, long time no see!
You can have additional templates, other than "normal.dot". For example, you can have a template called "example1.dot", which you send to the end-user.
To create the template, create a new document, and when you save it, save it as type "Template" (or is it "Word Template"? - I have it in Spanish here).
The templates are stored in the folder specified under "Tools | Options | File locations | Personal templates".
You can either distribute the template to the end-user as is ("example1.dot"), or rename it, overwriting the user's normal.dot template. I suggest keeping a separate template, so as not to interfere with the users' normal activity (outside of your program). In any case, the template should be saved in the template folder on the user's computer.
For automation, the command to create a document has the option of specifying a template.
