>>Maybe they don't want to promote behaviors that are contributing to the spread of the disease. Brizalian prostitutes are not US's problem. It's something that the home local gov't should deal with.

>>Whether you agree with the policy or not, it's an offer of help. I think you should be more angry that the Brizalian gov't turned down the money.

>Hypothetically... suppose China offered USA to forego all the debt, if USA went metric within a year. What would you think?

It's about time! Congress passed a bill to allow us to go metric in 1866, one hundred and thirty-nine years ago. I thought Americans were always in a hurry? :)

>Or, suppose Japan offered the same, under the condition that the capital punishment is completely banned in the States. Or only to the states where it already is. What would you think?

That could lead to an act of war!

As then governor of Texas (GWB) responded to the question of capital punishment in his state during his first presidential primary, “Everyone executed in the State of Texas has had a fair trial”!

I like the expression, “Let’s hang the guilty bastar* and give him a fair trial”!

>Would you really think it's an offer of help? Would you be angry if government turned such an offer down?

Sure – accept the help! With some creative accounting and deceptive practices (sop these days) we can convince anyone of anything they want to believe. Just take the money and run!
