My experience is that the boundries are secret, know only to a handful of UT elite. Kind of like the Knights Templar, their purpose is to protect this secrecy at all cost. We are never to ask the reasons why. You will either get no response, a private message chastising you, rhetoric or asked to stop talking about it. But good luck with it. Maybe you will be... "The One."
