What possible legal preceedings could you initiate? All you can do is keep trying to stop them from getting in and once discovered, kick them out again.

But, we will never we able to achieve 100% success in that direction because some individuals could simply create dialup connections, for exemple, use fake identities and such. It's just that an individual doing that should think twice before doing it, because once discovered, it is sure likely to trigger some legal procedures.
