Report - boxes around columns isn't in proper place

Yeah, one would think. :) I've got the top of the box in the Column Header band and the bottom of the box in the Column Footer band, but the box is still down and to the left of where it oughta be.

If I include the entire box in the Detail band, it's lined-up correctly, but I'm getting an entire box (including horizontal lines) around each detail item. I want the box to stretch from top to bottom, giving me vertical lines on either side and horizontal lines only at the top of the column and the bottom of the column. To get that, I've gotta stretch the box above and below the Detail band, and when I do that, the whole box moves down and to the left of the data.
