Alex,
The app is part of a "shrink wrapped" application, and most of our clients acctually have their computer hooked up to the internet and this is not an issue for them.
The main reason for going with webforms instead of winforms for this app was that the user could easily create new "static" HTML pages and include them into the display cycle. This app was also a spin-off off another "true" web application where the user was incouraged to navigate the webpage.

I will have to check into the connection settings
