I Guess float does not make a difference, the Stretch with Overflow is the one that allowing a memo field to display on the report in mutiple lines.
I tried with and w/o float and did not make a difference:

The report Print/Preview is cutting off "4.5," from 204.5 since 204 show at the end of the report line
