When it comes to politics, people talk about a candidate's policies, character, experience, etc., but I don't think those thing are as important as others do. I think that it really comes down to whether or not they like the person. I don't know if too many people really liked Clinton's policies or especially his character, but people liked him. It didn't matter so much what he said or what he had done, it was the fact that people liked him.

If you could go back in time and create a person to run in Clinton's place, with his same policies and past behavior, I doubt he would have been elected.
