>2) Does each SQLstringconnect count as one seat on the license, so if a program connects to 3 databases it is using 3 access licenses?
It's connections to the server, not the database. If you have one application and it connects to three databases on the same server, through one connection, that's one connection. If you have three applications and each makes its own connection, that's three.
>3) Does VFP have a way to capture the fact that this is a license error and not a connection error caused by other problems on the network?
VFP only reports back what it's told.

>4) If the server is running out of licenses could that also cause a time out on queries?
Unlikely. A timeout could be caused by bad wiring, switches, etc. or by a query running a very, very long time.
