AFAIK, there is no way to define a function within the report itself. The can be invoked from the report, but the function itself must be: in a separate PRG file MyFunction.prg; as one of many procedures within a library function, defined with FUNCTION MYFUNCTION or PROCEDURE MYFUNCTION; or in the database stored procedures.
