An example of the administration's spin is the whole tone of the speech. An analysis I read discussed how the tone of the speech would be to stand strong, that the war in Iraq will have a successful end for the USA.

Many feel that what started the mess with Vietname was when people in charge started to discuss in public how they didn't know how would could win there.

So the thought process is that the marjority of the public will support you so long as you present a strong front.
