How does that fit into an application? I don't have too much time to devote to this, but I would estimate that depending on the use, it would sound CPU intensive. Scrolling isn't a new technique and not specically related to GDI.
>Those were good examples. I am trying to make a number animated scrolling meter. For example: the Number 50323.01. When the number changes to 50323.02 I would like for the 2 to scroll from bottom to top over place of the 1. Also have the 1 scroll off the screen to the top. I would do this with bitblt by copy only the area of the number(or graphic) that need to be shown from my source graphic to the destination graphic.
