Sure. I believe the all things happen for a purpose. Nothing happens by accident or coincidence. God uses all things to do two things. First, He uses them to bring glory to Himself. Second, He uses them to make believers more like Christ. While the event in question may be a include a loss of life, some aspect of that event caused someone or several people to consider God and be awed by Him.

Howard, I really resisted going any further with this - you're free to say and think as you wish, but I classify this under the category of intellectual pornography.

Tragedies (like 9/11, what happened in London, plagues, wars, etc.) that take so many innocent lives are bad enough - any model that explains these tragedies as "God's will/plan" in the way you described is something my conscience will never permit me to accept.
