Who's cynical now? That sounds like selling protection, or any other racketeering scheme.

And remember that he defined sin. So he's all of legislator, judge, prosecution, jury and firing squad. And he doesn't really want to get the job (whatever it may be) done - what'd he do after that? He wants to stay in business.
