"MaxAllowedZone"=dword: a number from 0 to 4

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions]
"MaxAllowedZone"=DWORD: a number from 0 to 4

You've to find out what value works for you. Keep in mind that you may open a security hole by setting those values too high.
