I think that you have a wrong concept of AlwaysOnTop. It does not mean that other windows will never be able to be on top again. Think of the situation that five windows have AlwaysOnTop set to True. How do you think they will behave? It rather indicates how you want the form positioned on initialization. Please, try it.
