I think there are some "wars" that just aren't meant to be "won", most likely for political reasons.

The "war" on drugs has seen unbelievable money spent yet more drugs than ever before being available! But look at all the beneficiaries of that spending and we can guess why it goes on and on and on.

The "war" on cancer is another example of something that is soooo big that terminating it by a cure discovery is now basically untenable.

We didn't need a "war" on terrorism. We just needed to get certain parties together to find the terrorists and rid us of them. But a "war" has so much more glamour, not to mention a license to spend for your friends and keep the citizens nervous and worried.
The terrorists will be gone some day. Hopefully our society will survive the laws imposed by our leaders as a pretense to that happening.
