This error message usually means that VFP cannot find the language specific runtime file (VFP8RENU.DLL, VFP8RFRA.DLL). The language specific files must be in the same directory as the runtime library (VFP8R.DLL) itself. Additionally, both files must have the same version. This is a common problem if you have non-english regional settings on your machine and one VFP application updated the VFP8R.DLL and VFP8RENU.DLL, but not the language specific version like VFP8RFRA.DLL.
The VFP runtime file must either be registered (you can use REGSVR32.EXE for that) or must be in the same directory as your EXE.
