There are a few bandwith metering techniques, but I guess you better ask for that to some infrastructure guy, who I'm not.

Anyway, it is not only about the amount of data, but the way it is handled. TS is sending data back and forth all the time while you mess around in the screen. A web page is get after every request and is kept there, client side, and totally disconnected from the server. That's why a web page will be able to scale way beyond a TS installation, and why the industry has turned to it so much. Of course, there are circumstances in wich a web page is not the better solution, but your scenario seems to fit perfectly.

I'm sorry, but I don't have any experience with 3G. I'll do a quick test if you already have the TS and some device around, so you can judge how it works. Think that rel processing time ins not the biggest issue. Just put up a simple form with a grid and a couple buttons and make some testing. If you will be using GPRS test the app from a few different places. One of the worst problems I saw in GSM/GPRS so far is the impredictability of the signal strenght, which drastically affect your bandwidth.

I don't know how it is in Irland. In the USA and Canada I had far better experiences in general, whil here in Latinamerica the service is dubious, to say the least.
